Privacy Notice

What the Hub collects, how we use it, and how to reach us about it.

At a glance

The HCISD Hub is operated by Harlingen Consolidated Independent School District. We collect only what we need to run an alumni and community site: your account, the profile you choose to publish, the things you submit, and the messages you send us.

  • We do not sell your information and we do not run advertising on the Hub.
  • We do not use analytics or tracking cookies.
  • Everything on your alumni profile is information you typed in yourself.
  • Your email address and phone number stay private unless you turn on the sharing choice yourself.
  • The Hub is a District service, so what you send us is a government record. Some of it can be requested by the public under Texas law.

Who we are

Harlingen Consolidated Independent School District is a Texas public school district and the operator of the Hub. Our mailing address is Harlingen CISD, 407 N. 77 Sunshine Strip, Harlingen, TX 78550. Our main number is +1 956-430-9500.

The Superintendent is the District records management officer and the officer for public information (Board Policy CPC(LOCAL)).

What this notice covers

This notice covers the Hub website, the accounts and profiles inside it, the forms you submit through it, and the email we send you about it. It does not cover the main district website, district email, or student records, which are handled under their own notices and policies.

Volunteers and Community Partners are not part of this launch. When those sections open, separate terms will apply to them and we will publish those terms before anyone can sign up.

Information we collect

  • Account information. Your name, your email address, your sign-in method, and the profile photo you upload. You sign in with Google or with a one-time link sent to your email. We do not store a password.
  • Alumni profile information. Your name, city, photo, graduation year, campuses attended, a club or activity, a favorite teacher, your occupation, your employer, and a short bio. Every one of these fields is optional and every one of them is typed in by you.
  • Private contact information. Your email address, your phone number, your notification preferences, and a record of the consent you gave for the directory listing, including which version of the terms you agreed to and when.
  • Submissions. Stories, spotlights, and event postings, which may include your name, email, phone, graduation year, campus, the text you write, and photos you upload.
  • Impact causes. The submitter name, role, campus, the narrative describing the cause, a funding goal, and an external giving link, plus the approval decision made by District staff.
  • Messages you send us. The name, email, topic, subject, and message from the contact form, and any related cause reference.
  • Notification and email records. Records of the notifications we create for you inside the Hub and of the email we queue for delivery.
  • Basic technical information. Our hosting provider records ordinary server and security information such as request logs. We do not add analytics, advertising tags, or tracking pixels.

Where alumni profile information comes from

We do not build profiles from student records. Every field on an alumni profile is self-submitted by the account holder. We do not copy graduation years, campuses, photos, or any other detail out of District student records to seed or fill a profile.

Student records, including what counts as directory information and how a parent may object to its release, are governed by Board Policy FL(LOCAL) and by federal law. Nothing in the Hub changes those rights.

How we use information

  • To create your account and let you sign in.
  • To publish the profile you chose to publish, to the audience described below.
  • To review, approve, publish, and manage stories, events, and Impact causes.
  • To answer the messages you send us and follow up with you.
  • To send you the notifications and email you asked for.
  • To keep the Hub secure, prevent abuse, and enforce the Terms of Use.
  • To meet our record keeping, public information, and other legal duties.

Who can see what

  • Public. Content the District chooses to publish, such as approved stories, spotlights, events, and Impact causes, can be seen by anyone.
  • Signed-in members. If you turn on directory listing, the fields on your profile are visible to other signed-in members of your community.
  • Private by default. Your email address, your phone number, and your notification preferences are not shown in the directory. They are visible only to you and to authorized District staff, unless you turn on the sharing choice described in the next section.
  • District staff. Authorized staff and administrators can see submissions and account records in order to review and manage them.

Use of District technology resources is not private and may be monitored at any time by designated District staff (Board Policy CQ(LOCAL)).

Your email address and the choice to share it

Under Texas Government Code Section 552.137, the email address of a member of the public is confidential and is not released in response to a public information request unless that person affirmatively consents to its release. See Board Policy GBA(LEGAL).

The sharing choice in your profile is that consent. When you turn on the option to share your contact information with other members, you are affirmatively consenting to the release of that contact information. When it is off, we treat your email address and phone number as confidential and withhold them from public information responses to the extent the law allows.

You can turn the sharing choice off again at any time in your profile. Turning it off applies going forward. It cannot pull back a copy that was already released while it was on.

Public information and government records

The Hub is a District service, so what you submit through it is a local government record. Records are kept and destroyed according to the District records control schedules and are not deleted early just because a record is no longer needed (Board Policy CPC(LOCAL)).

Records may be subject to release under the Texas Public Information Act. Some information is confidential or excepted from release, and we withhold it when the law requires or allows. Requests are handled by the Superintendent as officer for public information, and charges for locating and preparing records follow Board Policy GBAA(LOCAL).

If a record is covered by a litigation hold, we preserve it until the hold is released, even if its retention period has run.

Where your information is stored and who helps us

The Hub runs on Google Firebase, which provides our sign-in, database, file storage, background functions, and web hosting. Data for the Hub is stored in Google data centers in the United States, in the us-central1 region.

We use an email delivery provider to send the notification and sign-in email you asked for. That provider processes the address we send to and the contents of the message so it can be delivered.

  • We do not use analytics services on the Hub.
  • We do not set advertising or tracking cookies. The only browser storage we rely on is what your sign-in session needs, plus one local entry that remembers the email address a sign-in link was requested for on that device.
  • We do not use artificial intelligence to process what you submit.
  • We do not take payments. Giving is done through an external link chosen by the cause, on a site the District does not operate or control.

Security and what happens if there is a breach

We use access rules, authentication, and monitoring to protect Hub data, and we follow the District cybersecurity plan and training requirements (Board Policy CQB(LOCAL)). No online service can promise perfect security.

If a breach or cybersecurity incident affects your information, the District will disclose it to affected people within the time frames the law requires. Notice may be given by email, if we have an email address for you, and by conspicuous posting on District websites (Board Policy CQB(LOCAL)). Incidents are escalated to the District cybersecurity coordinator designated by the Superintendent.

Your choices and how to make a request

  • See and change your information. Sign in and open your profile. You can edit or clear any field there.
  • Withdraw your directory listing. Turn the listing toggle off in your profile at any time. Your profile stops being visible to other members.
  • Turn contact sharing off. Turn the sharing choice off in your profile. We go back to treating your email and phone as confidential.
  • Change what email you get. Update your notification preferences in your profile.
  • Ask us to delete something. Use the contact form and tell us what you want removed, or call +1 956-430-9500.

One honest limit on deletion. We can remove content from the Hub, but we cannot always destroy the underlying record. Submissions are government records. They must be kept for the period set by the District records control schedule, and they cannot be destroyed early or while a litigation hold applies. We will tell you when that is the case.

Children

The Hub is built for adults in the Harlingen community, including alumni, families, neighbors, and District staff. It is not a student platform, it does not offer student accounts, and it does not offer direct messaging with students (Board Policy DH(LOCAL)).

Do not submit a student name, image, or personal information through the Hub unless the required District approval has been obtained. See the Community Guidelines and the Terms of Use.

Reporting discrimination or harassment

Reports of discrimination, harassment, dating violence, or retaliation do not go through the general contact form. They go to the District coordinator named below (Board Policy FFH(LOCAL) and Board Policy FFH(EXHIBIT)).

Changes to this notice

If we make a material change, we will post the new version here with a new effective date. Where the change affects the consent you gave for your directory listing, the Hub will ask you to review and re-consent before your profile stays published.
