Accessibility Statement

Our commitment to an accessible Hub and how to report a barrier.

Effective September 1, 2026 Last updated September 1, 2026

Our commitment

Harlingen Consolidated Independent School District is committed to ensuring that people with disabilities have access to the same information and services as everyone else. That commitment covers the HCISD Hub.

The District does not discriminate on the basis of disability in its programs, services, or activities, consistent with Section 504 of the Rehabilitation Act of 1973 and Title II of the Americans with Disabilities Act.

The standard we build to

We aim to conform the Hub to the Web Content Accessibility Guidelines (WCAG) 2.1, Level A and Level AA.

  • Every page is usable with a keyboard alone.
  • Interactive controls have visible focus and accessible names.
  • Text and interface colors are checked for contrast.
  • Images that carry meaning have text alternatives.
  • Pages are readable when text is enlarged and on small screens.
  • Motion is reduced for people whose devices ask for reduced motion.

Where we fall short

Accessibility is ongoing work, and some content on the Hub is submitted by members of the community rather than written by the District. We review submissions before publishing, but a photo may arrive without a good description or a document may not be fully tagged.

The Hub also links to outside sites, including giving pages, that the District does not control. We cannot guarantee the accessibility of those sites.

If you hit a barrier, tell us. We will fix it or get you the content another way.

Report a problem or request another format

If you cannot access content on the Hub, or you need information in an alternate format, contact us and we will provide it promptly.

  • Phone: +1 956-430-9500
  • Mail: Harlingen CISD, c/o Accessibility Issues, 407 N. 77 Sunshine Strip, Harlingen, TX 78550
  • Online: contact form

Please tell us the page address, what you were trying to do, and how we can reach you. If you are asking for content in another format, tell us which format works for you.

Section 504 and ADA coordinator

Inquiries and complaints regarding discrimination on the basis of disability may be directed to the District coordinator (Board Policy FFH(LOCAL) and Board Policy FFH(EXHIBIT)).

  • Debbie Scogin, Assistant Superintendent for Human Services
  • Title IX Coordinator and ADA / Section 504 Coordinator
  • 407 N. 77 Sunshine Strip, Harlingen, TX 78550
  • debbie.scogin@hcisd.org
  • (956) 430-9711

Formal complaints

A member of the public may also file a complaint under Board Policy GF(LOCAL), within 15 business days of the event, by hand delivery, by electronic communication, or by U.S. Mail.
